Standing rules for leads

Rate the month, not the person.One strong or weak month doesn't define anyone. That is what the year-end average is for, and it is the average that carries the increment.
Evidence for the top two.Exceeding needs two or three examples you can name. Outstanding should be a story worth retelling to leadership.
Needs Support is never a surprise.If the rating is the first they hear of it, the problem is the feedback, not the person.
Check the spread.Mostly Delivering is a healthy team. If four in five are Exceeding, the bar has slipped. No Needs Support in a whole year usually means someone is dodging the hard conversation.
Escalations. Needs Support: mandatory note, skip-level review, People Manager follow-up; two months running triggers a PIP. Outstanding: note, skip-level approval, and spot recognition the week after.
